when two pair show up on initial hand do you keep the pair with the
lower value?

Keep either pair; it makes no difference. Many players choose to
always keep the first pair, or last, or highest, etc. as a matter of
preference to establish a play habit, but which pair it is will not
make a difference in correct strategy.

Just a suggestion with no merit ,except for your sanity. Be consistent on your choice of pairs, trying to guess which pair will drive you nuts. So if you decide to
keep the low pair , ALWAYS keep the low pair. I always keep the low pair unless it is a pair of queens. I keep queens because they are my lucky cards.
