Boy ... lots of speculation regarding the "why" of individual benefit reductions. As "five" points out it's not just winning.
I'd like to nominate coin-in, perhaps yearly. Accounts above a certain number might be pulled for further examination. A pattern of exclusive high pay schedule VP could then get you the axe (winning) or reduced benefits (losing). The thinking here is that these are likely skilled players running coin at lower than average theoretical losses.
All casinos are always looking to weed out skilled players. If you must play big, spread your coin around at different casinos and keep a lower profile at each. This is actually kind of a win-win situation.
Casinos also hate players abusing the system (not pointing the finger at anyone here), so don't be trying to pull anything sneaky. One of the main reasons Pep got rid of the free play was player abuse. Locals were hitting and running and visitors were giving their free play to friends/family if they could not be there to use it.
Of course other casinos have the same problem with free play but they've been reluctant to pull the trigger because of competition. That may be changing. Silver Legacy also threw in the towel ... no more free play (unless you want to convert comps). So this trend may now spread locally.

i've run bad at peppermill. i'm down five figures there. they still
tagged my account as advantage player and cut my point rate and comp
rate to near-zero. it appears anyone who almost-exclusively plays
their better paytables got this treatment regardless of won/loss.
i wonder how many ploppies playing at 98.5% accuracy, who don't know
squat about paytables but just happen to like deuces wild, got caught
up in the sweep.
