Depends on what you're looking for...
If you're looking for absolute Five Star, Over The Top, Peppermill is that.

If you could give us some criteria as to what you consider "best", then you will probably get more useful answers.

Peppermill and Atlantis are right near each other and I don't see how you could not have a good time at both places. Make sure you at least visit the ruins of downtown Reno which you can get to easily by bus straight up Virginia St. One casino downtown has FPDW. I won't tell you the name but it is across the street from the Mcdonalds and it has quite a "Legacy".

We aren't looking for anything really fancy. We usually stay at the Orleans in Vegas. We like a nice buffet with fresh food and good selection.

In my opinion, you will find that all the major hotel/casinos in Reno (Silver Legacy, Eldorado, Atlantis, Peppermill, Harrahs) will have rooms and buffets that are equal or better than the Orleans.
