The real kicker to this game is that you can rebet one time and
get
the exact same dealt hand you got on the previous bet. Knowing
Windsor's mostly horrible VP, I figure that it's a crappy game,
but I
stuffed a twenty in just for the hell of it. Shortly after
starting,
I got 4 jacks dealt - which meant that I ended up with 4 jacks
dealt
twice in a row!

Just looking at it (not bothering to do the math), this looks like
an 80% return game without the "play it again" feature. Since DEALT
good hands are quite rare (it's just over 50/1 against getting dealt
trips, for example), I doubt that the bonus does you all that much
good.
As for dealt PLAYABLE hands, such as KK953, the benefit is to
exchange the next hand (worth .8 bets if selected randomly) for a
hand with positve EV (maybe something like 1.4 for the kings). Not
all that massive of a gain. Even the ultimate "replay"--getting to
redraw to four-to-a-royal--is only worth about 18 bets or so.
(PLEASE don't anybody bitch about the math here--I KNOW I'm
guessing. It ain't worth the bother to spend half an hour to figure
it out exactly.)
I don't see how you could overcome this ghastly paytable with the
repeat hands enough to bring your EV above 100% (or even close).
Plus, the volatility of this game must be to the moon, Alice.
