See Scobette's Guerilla Gambler which has the IL statues on this. IL VP and video BJ must be random based on the game they represent. In otherwords, the same as the LV rules on this. Yes the IL gaming board itself is a bunch of political hacks! The people that work under them however know what they are doing.

No, the two are not related. Lots and lots of multi-game machines
with "real" video poker also contain various slot games, or the
dreaded "Caveman Keno". The inclusion of slot games in the same box
with VP does not at all imply that the video poker is non-random. It
depends on the regulations of the state. I'm fairly certain that
Illinois has regular Nevada style video poker, but perhaps someone
more familiar with that state's regulations will confirm.EE
