Harry is correct! If you didn't have any federal tax WH, you won't need the
id# to file your tax return. My suggestion would be to get fax number for
Win/Loss statement requests and fax request to them for ID#

I can't help win the ID #, but just to offer some feedback I'll note that
should all else fail, if you mail your return instead of e-file the ID #
isn't required (except in the case that you're claiming credit for
withholding).
As I understand it, the IRS does require e-file processors to collect the ID
# otherwise.
