It is a conditional thing. If you are considering a hand with some honor
hearts in it (special paytable) you would want to use 5,000 for the royal to
generate strategy changes.
With a 5,000 coin royal the frequency of a royal goes from 48,048 down to
37,479 hands for DB 10/7/5. You basically have to use two strategy cards.
