It's indeed "very high". Unless there's an unusually strong meter
advance rate on the 2nd line (unlikely), it's been a great number of
cycles since there's been a royal hit on that Level (judging by the
relatively weak advances on the other Levels). That's all the more
impressive given that the cycle of plays for a hit on the 2nd Level
will be twice as long as the 1st.
Because overall game return is roughly evenly drawn from each of the 4
Levels, if you assume a 2% contribution of the RF to overall return,
you can expect that the meter advance on Level 2 will add
approximately .8% to play return. The other meters would appear to
add a little less than .2% to return, for an overall increment over
reset ER of approx 1%.
That number might be increased if strategy for each Level (or at least
Level 2) were tweaked to optimize for the royal meter. However,
keeping the various strategy changes from one Level to the next using
standard strategy is challenging enough in itself (and one reason why
I always expect stronger paytables than what are generally the case).
Applying a traditional single line strategy to this game has a
moderately disasterous ER consequence.

If you want to keep it very simple, you assume that the royal for each
Level contributes .5% to overall game return. Therefore, a 10% meter
rise on one line adds .05% to total ER.
The .5% assumption would be most inaccurate for Level 3. In 4-Level
Jacks play, the Level 3 royal contributes approx .46%, the lowest of
the 4 Levels.
btw, I assume that the only way to get paid the progressive meter for
a given Level RF is to play all Levels? (i.e. you can't tap a strong
Level 2 meter by playing just 2 Levels)
