What makes you think that multiple hands creates an advantage? The short answer is yes. Multiplay JB machines can be found in LV at full pay.

Most non-progressive forms of standard (9/6) Jacks or Better video poker
give the house the edge. However this edge is very low, well under 1%.
Casinos want to maximize profits and usually don't want to offer 9/6 paytables.
If the casino degrades the paytable to 8/5, they will have a house edge of
about 1.5%, or $1.50 for every $100 bet. If a casino has a 9/6 machine requiring
3-hand play for full payoff, then the casino will make about $1.50 for every $300
bet! In fact, casinos are more likely to offer standard "full pay" schedules on
multiplay machines, as long as "full pay" isn't positive expectation (the casino
doesn't want to lose 3X as much).
