Are you refering to Mountaineer Park near Chester, WV
or Wheeling Downs in Wheeling, WV?
I was at Mountaineer Park about a year ago.
I ate at the buffet. I would rate it OK considering
the area, but not in the top 25 in LV.
I didn't stay there.
The VP was very poor.
I played some Bonus Poker the pay table was:

J's + 1
Using WinPoker this is about 93.0% for a single coin.
Max coins (which is 8) increased the RF to 4796. I
didn't calculate this, but it doesn't appear to be
significant.
They also had some DB VP with a similar return.
