read questioning the paybacks on indian VP. If you understand the Weicker
Compacts only concern is the collection of Conns 25% of the slot profit you
understand it differently than I.If you understand it at all I salute you.
Its way past my primary interest of getting a fair shake at VP.

That is precisely the point. There is absolutely no independent
outisde verification that any player is "getting a fair shake." Until
that is in place, there is no way to even issue an assertion that the
games are fair or even playing as posted. It may not be fair to say
the State of Connecticut has abdicated an enforcement role. That
seems to come of out the federal laws on Indian gambling. But at the
same time, that means no one should labor under any delusion
whatsoever of any state role in the regulation of the gambling there.
