No, the highest paying game allowed in Minnesota is 98%. I'm not
sure if the games are legit but if the machines were manufactured in
Nevada, maybe so.
I played at Mystic Lake back in September and did very well, however that aside, there are no 100% games. I played DB and I thought that they were 9/7, but they may easily have been 9/6. I don't really remember. I believe that the games are legit.
With all that said, I would not make a special trip to Minn. just to gamble (especially at the $.25 and $1.00 level). Those trips have be reserved just for Las Vegas!!!!!

The best VP is at the Grand Casinos (Hinckley and Mille Lacs). These
casinos are about 1 hour north of the twin cities. I usually go to
Hinckley. They have IGT 9-7 Double Bonus (99.1) in .50 as well as IGT
Illinois Deuces (98.9). They also have several progressives that can
get over 99% at times. The best game is IGTs' One-eyed Jacks Wild
in .20, .25, .50 and up denoms. Email me if you want more info on
this game.
The only casino I have questions about is Treasure Island after they
made some changes a couple of years ago the machines just quit paying
like they had before (not just my experience, the same for everyone I
have talked too about this). Might just be coincidence as they would
clearly be breaking the compact with the state if the games were not
random.
Another casino in Turtle Lake, WI is also about 1 hour away. The last
time I was there they had 9-6 JOB in 1$ denom.
The last time I was at Mystic they had some machines a little over
98% but nothing I'd want to play. That was 3 years ago.
