Looking for any recent experiences with waiting for scratch cards now
that there are so few change persons. I read one report that said it
took an average of 15 minutes, which, of course, is unacceptable.

Not "recent", but last month, I waited for over 15 minutes and
finally got fed up and chased one down... all for a freakin' $2
scratch card, of course.
