The problem with not issuing the W2-G immediately is, the player can find
someone else in a lower tax bracket (or some indigent person who doesn't even
file) to cash the ticket, for a small fee. Since this kind of thing would be
both easy and illegal, the machine is supposed to lockup so the paperwork can
be done on the spot.
Occasionally, when setting up a machine, the techs mess up and don't get the
$1200 number correct for machine lockup. A few years ago, at Silverton, they
put in a couple of dollar 5-plays with 10/7 DB. A friend of mine hit a
Royal, the machine just added 4000 credits, and he kept on playing! It does happen
once in a while.
