I dont have 100% verification on this but it supposedly came from upper management. M Resort was investigated after reports of low payouts on slots. Investigators came in and found that the machines were set way below the minimum. Fines were in the millions and it is a hush hush event. The source is pretty good on inside info so I dont have any doubts this happened.
