M Progressives - Signage

Just curious (as I have not seen it myself)....

Does the sign say, "Up To 102.5%." Or, rather, "Up To 102.5+%?"

The outside Electronic billboard advertises the new progressives with an
"up to 102.5%" payback on the machines. So when the progressive reaches
102.5% percent it has too hit? I thought this was strange wording.
