company people before flying a plane? An outside the loop screener

I know about the Federal Drug and Alcohol Laws that kicked in the
year 1995. Basically there were several agencies that followed
similiar procedures...FAA, Federal Transit Administration (FTA), FHWA
(now FMCSA) for Commercial Drivers, Maritime/Coast Guard, Gas Pipe
Fitters.
I can see a school bus driver showing up at work in the early morning
and not interacting with anyone else, but how can an intoxicated
airline pilot not go noticed during his duties?
There are several catogories of testing- pre-employment, post-
accident, random and reasonable suspicion. A supervisor can pull
anyone aside and take them off-duty for reasonable suspicion.

Another point in the article used the .04% threshold for alcohol.
Actually if you are tested for any reason and fall between .02-.04%
you have to sit out (no safety sensitive functions) for 24 hours.
Just an FYI for druggies and poppy seed muffin/roll eaters- It took
three years until the Feds revamped the threshhold for opiates. It
went down to 600 ng from 2000 ng. Think of how many false-positives
(ruined lives) occured between 1995-98.
