LVSun - Internet gambling industry wins key ruling
The article is another indication that legalizing internet gambling will
come on a state by state basis, in the same way lotteries have spread over
the past 20 years, and in the same way states are now legalizing interstate
phone betting on horse racing. But I disagree with some experts who predict
that it will be a long time before internet gambling gets a legal foothold.
Supporters will push for quick approval in some target states, and try to
pre-empt a move against it by congress. Then the state's right to legalize
it will be upheld in court and more states will follow. Legal betting over
the phone on horses would have to be declared illegal also, if congress
wants to make internet gambling a federal issue, primarily because the Wire
Act does apply to sports betting, at a minimum. That's not going to happen,
and in fact more states are legalizing it. My guess is the first state bill
legalizing internet gaming will pass before the end of 2003.
