Speaking of DESIGNED TO FAIL, why wasn't the damn
thing built out to the airport in the first place?

Bonds the only alternative? What about assesment
district involving the relevant property owners? Like,
for instance, very large hotel-casinos? Is anybody
awake in Clark County?
