It assumes that everyone is going to eventually receive
about 0.4% in total reward dollars. Collectible CB will
be total reward dollars less the value of any comps or
offers that are used.
When someone is in a negative reward dollars balance
they might still accrue RD at a low rate or none at all,
with a balancing of the books to occur at some point.
