Yes. I personally used this coupon in late July on the FPDW prog bank.

Of course, it was a natural - no wild card. The floorperson objected
to accepting the coupon at first, but after I persisted and said the
coupon only said "NO wild cards", and not 'NO wild card machines', she
relented and paid me.

I used mine around the same time and was paid without question or
complaint. Natural 4 7's count, wild cards don't
