For a "private club", I don't think there would be anything wrong
with barring certain players from progressives, but their position
becomes a little uncertain if they say you can play, but only until
the royal reaches a certain amount.

"Yes, sir, you were a welcome guest at $1350 for the royal, but now
that it's at $1400 you have to go."

I presume the next thing on the agenda is a monitor outside the
buffet to ensure none of the "better" eaters get a disproportionate
share of the crab legs.
