The Flamingo added tax for their buffet. All was a comp but the comp
was for a higher amount.

I have had intermittent success at not paying tax on comped meals at the
Hilton. On one recent occasion I challenged the need to use slot club points
to pay tax at the buffet. The slot club supervisor called a Mr. Moad (I
believe he is the food and beverage manager) for clarification. Mr. Moad
told the supervisor that no tax is to be charged on comped meals. The
supervisor then called the cashier at the buffet and told her not to charge
tax on my comped meal.
After this I had a comped meal at Andiamo, the Italian restaurant. After
I got the check which included sales tax, I spoke with the manager who was
not sure about sales tax on comps. I told him to call Mr. Moad for
clarification. After he made the call, he told me Mr. Moad was not in and
that an assistant "suit" will come down to talk to me. The assistant "suit"
told me that she has had numerous complaints regarding sales tax on comps
and that she will clarify the situation when she meets with Mr. Moat. I paid
the tax with points and told the "suit" and the restaurant manager that
although I covered the tax with comp points, they most likely will have to
pay the state with "hard" money, since the tax I "paid" was on the register
tape. They both looked surprised at the prospect of paying part of my free
meal with "hard" money, and promised to get clarification. I have not eaten
at the Hilton since then so I don't know if they really solved this problem.
