well, as others have pointed out, if your only criterion is
"minimizing volatility" then you should play the change machine. or
not play.
if your goal is "having fun playing VP but with minimal risk", then
find a penny-denomination machine and play single coin. your risk will
be minimal no matter what the paytable is.
if your goal is "having fun playing VP and putting in enough action to
get comps but with minimal risk", then look for multiline machines. if
you want to bet $5/hand, for instance, 10-line $0.10 has about 1/5 the
variance of single-line $1. breaking your bet into smaller bets on
multiple lines is more important than choosing a lower-variance
paytable.
if your goal is "minimizing risk given that i am playing single-line
at denomination X", then 9/6 jacks or better is about the
lowest-variance paytable you'll commonly find in las vegas. however,
if you're playing quarters, it's probably worth accepting a little
extra risk and playing FPDW instead, because the EV is so much better.
