Can locals get the 25% off discount AND then pay the balance with comp

Yes. Same goes (at 50%) for the showroom.
Are any restaurants excluded from the discount?
None that I know of. I know the discount works at the buffet and at the Robota (sp?), which is one of their Asian restaurants.
