I disagree if you define it as "playable" VP.
One casino that has very poor VP in their non-smoking area is
Riverside. I have no idea why those paytables are/were set so poorly.

The Sigmas were downgraded over the years. Best play is the bartops with $1
NSUD.
River Palms non-smoking area had good machines (I think I've heard
that room is no longer non-smoking, but it's been awhile since I've
been there), but wasn't part of the ongoing "Winner's Wharf"
promotion. Non-smokers either went to Winners Wharf or lost out on the
promotion.******
There is no longer a Non-smoking room. Winners Wharf promo is fine, but you
need to be there the last day of the month to extract maximum value.
WW- you couldn't play quarter FPDW or AA or even Jacks 9/6/5000.
The N/S room is missed, since you could play good games, and for the first
nine months earn points like slot machines.
