jumbo jackpots

Some people are mind boggingly lucky! Or are they?
At least three different people have won Stations Jumbo jackpots TWICE! One person has won 2 bingo Jumbo jackpots for about $300,000.
Two others, have won both, a bingo Jumbo and a regular Jumbo jackpot for about the same amount.
In the LVRJ, their pictures are listed,but the ones who have won twice,their second picture is scrambled.
Why is their second picture scrambled?
Has anybody else picked up on this?
