JOB-"progressive" bad pay tables OR 9/6 and bad comp credits? Help please?

Its probably been brought up before (many times probably) but since I am new to the group I'll put it out there anyway.
Just back from "what's left" of Atlantic City after 5 nights. Some time ago all Caesars properties changed the tier system on ALL positive expectation games in AC form $10 coin in to $50 coin for 1 tier point. This has been a major talked about issue in the acvpp (Atlantic City Video Poker Player) yahoo group since this started last spring.

While there I saw almost NO vacant seats at the 8 progressive 7/5 JOB machines most of the time at Caesars. I played some in the early morning just to see how things turned out and to get a seat. The progressive on these machines started at $1,300 when I arrived, and late in the week grew to over $1,900 (25 cent machines).

Right next to these progressives, were the 9/6 JOB machines with the $50 coin=1 tier point and most of the time were ALWAYS vacant.

My question(s) are, is there any time one should be playing the 7/5 progressive machines (based of the progressive amount) instead of the full pay machines with the bad comp/tier requirements? Is there a formula when the 7/5 machine is preferred? Are all those folks playing the 7/5 progressive machines wrong?

The JWD should be a better play if you are a .25 player.

Without software handy, the payoff would have to be close to a 2500-3000 rf to match a 9/6 machine.

OTOH if you are struggling to make a tier level, the Diamond book or free Diamond Club might be in their math. Someone also said (not sure if this is true) play some bad VP before you ask for a junket,
