The vpFREE Rules and Policies have always been a matter
of public record <http://members.cox.net/vpfree/Rules.htm>,
are posted monthly on vpFREE, and apply to all members
equally.

All substantive changes to the policy are posted on vpFREE,
the last one occurring on 2 June 2006:

Speaking of Rules and Policies, I would like to find the rationale
behind a recent change in policy as to uploading of files. I don't know
if this applies to all the members or only for a selected few; it
definitely applies to me.

I have been a member here for perhaps three months. During this time, I
uploaded three files, and deleted one of them later, as I thought it is
not of general interest. I voiced objection for a set of photos
uploaded by someone; they were removed.

Until two-three weeks ago, when I uploaded the file on Strategy
Comparison, there was no requirement as to obtaining prior permission
from the Administrator for a "Temporary Pass" to upload a file.
This "Pass" lasts for a short window of time, and expires.

In Yahoo Groups such as this, the Administrator can selectively offer
privileges for certain members, and withdraw them as circumstances
warrant.

If the File-Upload restriction applies to everybody, it is an
unnecessary burden on them, as well as the administrator. If it applies
only to a subset of the members, I would like know why I am in that set.
