Jean Scott in her blog suggests googling:
"MGM Noir tier"
A Noir tier commenter in a forum that came up as a hit sayz they get $1K/month free play just at Beau Rivage in Mississippi (near where they live in Florida). Commenter also notes gambling in Vegas at MGM properties with free airfare and lot of other goodies.
That may answer the question why Noir action level is now undefined.

If you take a look at the video poker that is available at Beau Rivage, they probably deserve every penny of that $1000 (unless they have a secret machine).
