Jean's statement, "out-of-towners should not be tempted to buy the cheaper “locals” tickets from a friend or someone on the street. <snip> there's an intensive crackdown, with uniformed officers checking for local IDs" is right on track. I've been stopped by uniformed officers and asked for my ID.
   
  They seemed somewhat surprised to learn that I really AM a local and made me wonder what would have happened to me had I been an out-of-towner.

A friend of mine, who is a local, bought four tickets to "Mamma Mia!" for
himself,
me, and two friends of mine for an upcoming trip - getting the 2-for-1
locals price.
Will my friends and I be able to use the tickets without any problems (since
we
are not locals)?

The monorail no longer has separate locals pricing because the
arbitrage opportunity that should have been predicted did develop.
What are the police going to do ? Arrest the very tourists that
Vegas and the monorail are dependent on? Is this a good use of local
law enforcement resources? It was an incredibly stupid idea.
Meanwhile, the monorail is shaping up to be one of the largest
defaults in the history of the municipal bond market and forget
about extending it to the airport, they are never going to get the
financing.

On the larger issue of locals versus vistors - it has reached the
point of stupidity. Wynn has big signs in his casino about the
$200,000 car giveaway that is open to locals only. That has to be
real encouraging to the player in from Beverly Hills playing big
nickels (sarcastic). Because many people have multiple residencies
and if not you can always set up a PO Box, the ability to game the
system is endless. The whole reason for these differences is the
rooms, but because locals sometimes take rooms anyway and if you
have the play, the casino will not say no - why spend so much time
making these distinctions? - all money is green.
