Okay, now you've succeeded in upsetting me :).
Your question was, "Can these machines be programmed to pay the jackpots
just on certain hours?" The answer is yes they can. A machine that is controlled by a computer program can be programmed to do just about anything the programmer desires it to do.
From a more practical standpoint; however, you must ask the question, would someone likely program a machine to pay off only during certain hours? No, they would not. Gilbert if you "figured it out", what makes you think many more people wouldn't have also? If you knew the machines only pay off within a certain time span, why would you or anyone else that "figured it out" play any other time?
Yes, luck is involved. Timing is very important too. In other words, you have to be lucky enough to push the deal button at just the right time to get a winning hand.
Now, getting back to your question. "Can these machines be programmed to pay the jackpots just on certain hours?" Keep in mind that is some jurisdictions this practice would be illegal and some very significant penalties are awaiting those found guilty of this type of programming. Again, I repeat, in some jurisdictions, i.e Nevada. You may wish to read a previous post from me concerning regulations. You are playing in California and that presents you with a problem. The problem is you will not be able to find the word "random" anywhere, on any page listed at the California Gambling Control Commission's website, here's the link: http://www.cgcc.ca.gov/ see if you can find random anywhere there, check all the pages, go through it all like I did. So can these machines be legally programmed to take unfair advantage of the gaming public? As you will find there is nothing to prohibit the practice. Of course, I am not saying no one wins, I am just stating my belief that since there is nothing that requires a "fair game" as we know it, the games probably are not fair as we perceive fair to be.
I am not naive enough to believe that regulation alone will guarantee an honest, fair, and random game, but I truly believe without regulation, one is very naive to assume a machine is honest, fair, and random.
