In the current wake of the OLGC scandal the answer to your question (six months later to the
day!) is we should address the Ontario Ombudsman,Andre Marin about informing the Ontario
Public exactly what are the slot and VP rules that govern the casinos.

maybe because they're soft of government run we should argue that
lesser denom VP players should have the same chance (i.e. payscale) as
higher denom VP players.
Good example is Woodbine where $0.50 and $1 Pick'Em players have crap
payscales while $5 players are just fine...
