I think some states are better than others. Some casinos are fine and
others are questionable. You would probably get better info if you
give more detailts on the casinos you're worried about.
I agree that staying with known brands is better but still not 100%
guarantee. I've heard rumors (unsubstantiated) that even some of
these games have been modified.

PS. I play in Indian Casinos in MN. Only one of them I've been to is
questionable. Mostly poor paytables for VP.
