Jason, that would explain it. I've never played in Oregon except at
an Indian casino.
It sounds like the state works under one regulation that allows
certain types of gaming, and a different set of rules apply to Indian
casinos. In general that's common, but most states don't allow slots
except in the Indian casinos, which makes Oregon somewhat unique.

I know that whatever jurisdiction the "Oregon Lottery" is, they have
the 92%
limitation and the $600 limit.
And maybe I don't know this. I work for IGT game design, and I
recently had
to do a slot machine for the Oregon Lottery. I was constrained to
the 92%
limitation and the $600/pull. This may be a slot-only restriction,
and video
poker could be completely different. So I guess I was just
speculating.
