Indian casino progressive vp

Sierra Design Group has a weird 8/5 machine. Progressives paid on
quads, straight flushes and the RF. It also has a pay on a match your
initial fifth card with a random matchcard with variable payoff.
Because slots are prohibited under the Washington state compact
somehow this machine is implemented as a VLT type device, operating
without an RNG doing the card selection.

Can anyone tell me how this machine actually works?

I don't believe that the VLT specifications prevent any type of RNG at
all from being employed in the machine ... only that the determination
of any win be made centrally (not at the machine).

Consequently, I believe the mechanism is that the "hub" determines a
given win for the next play on your machine. Your machine composes
deal/draw cards that will produce a hand with a payout matching that
pre-determined win. In the event that you should play the cards in a
manner that defeats the preselected hand (for example, you hold 4
clubs when it was intended you hold a pair to an ultimate 3K, FH or
4K), the "match card" bonus kicks in to provide an alternative means
by which to receive the pre-determined win.

As you can see, in this type of play, a Match Card is a necessary
component of the VLT game.

The selection of cards (ignoring the appearance of a winning "match
card") may very well be generated via a RNG without violating VLT
specifications as defined in statutes.

I'm speculating here based upon my observations and other accounts,
but suspect I'm reasonably on target.
