I don't think Aqueduct is a very good place for video poker. State taxes are very high which makes for lower returns for gamblers on the machines.
A vp player who is very disciplined might get over 100% return at some of the AC casinos or Foxwoods. It's more likely if you count rooms and food, not just cash/free play/gift cards/etc.
Mohegan is doubtful since they award no points on the better video poker.
