While it is true that (newer, not those that are very old) bills have a metallic strip in them, I think it's a bit of a leap to consider that to be proof that this strip is a "relative of an RFID chip". An RFID chip is an electronic chip, and electronic chips contain semiconductors -- and a piece of metal may or may not contain semiconductors, and may or may not be an electronic chip, most likely not.
