In the book victory at Video Poker (Scobette) the laws for Nevada, Atlantic
City and Illinois are shown. Yes such games must be as random as dealing
cards to be legal in Nevada or Illinois but not so clear in Atlantic City.
He discusses the SEGA Robodealer which does cheat.

Yes.
The games cheat. They do not seem to be random. The dealer gets more
blackjacks than the player does and the win percentage of double downs
and splits
isn't even close. My guess at this point is that this game is not covered
by
the same rules of randomness that video poker is. If somebody can show
the
gaming code for this kind of a machine specifically then i will have a
good case

against the company that manufactures the game because it cheats!
