"Is that fan for smoke?"
In order for the casino to tell you can not use a fan the regulation must be
at minimum included in the training of all personnel. At maximum, and for
great credibility, it should be posted and an explanation why fans can not be used
would also be part of that express (written notice). Therefore the next time
you got to this casino, casually ask personnel whether you can use your fan.
If they ask why say; you get hot, sometimes it feels close in the casino,
sometimes it improves your breathing, etc. Stir clear of your for specific concern
to rid your area of second hand smoke. Once you have collected several
employees statements that there is no problem with you using I assume a hand fan (be
sure to get their names!) get the name of the casino employee who told you
not use your fan. Now write your letter. There can not be impromptu rules to
satisfy other customers. I believe these customers were offended that you might
use a fan to cleam their smoke out of your breathing area.I can not understand
why? If you do not smoke why shouldn't you clear your area of smoke? It isn't
like casinos work at serenity!!

I would address my concerns high up the ladder, state how often you come,
how much your budget for gambling at each visit and how strange you feel it is
that an employee attacked you in such a manner.

You'll feel better--perhaps they will send you a pleasant surprise, maybe
something will change, or they will post a sign "no fans"!!!
