And I find it ironic to see someone on a street corner asking for food
money while smoking a cigarette!

Perhaps someone gave this person the cigarette. Or s/he found it. Less
likely the case with the portable TV or cell phone, but still remotely
plausible.

I initially make similar judgments of panhandlers: "His clothes look
too clean/new for him to be in need." But then I concede that he may
not have bought them.

Were it in the vicinity of this neighborhood, I'd have bet the TV was
garbage picked. (The cell phone, with active service, is far more
dubious.)

I was originally of similar attitude re judgment when I first moved to
the city (heart of Philly). Nineteen years later, I'm inclined to
show the same blind eye that, in others, I originally sadly shook my
head over.
