For a moderator:
Some of the files I uploaded 7+ years ago are no longer of use.
When I tried to delete them from the Files section I got an error message that said only a moderator could delete files.
The two files that are long outdated contained rules for promotions from 2012. It’s not a pressing issue because not much harm from those files continuing to exist.

I just deleted the two files you mentioned.
The files section was changed to "moderator only" because some members
were uploading spam. If anyone has a file that they would like added,
email it directly to me and I will upload it.
