The context you imagine it was used in is incorrect.

It came about in this basic manner:

The context was : Dancer explained a $1 full pay vp machine may

who can play perfect strategy.

This is not desirable. However, the same machine can be allowed to
remain at the 25 cent level.
It may yield $7.50/hour profit to those players with discipline and
the ability to play perfect strategy.
However, these are [laughing] "fleas".

As you can see, it was not referring to people who are "... trying
to use expired coupons, claiming their machine shorted them a coin or
two, complaining about the buffet so as not to have to pay for it,
etc."

It is referring to the majority of the members of this forum.

being called a flea isn't so bad as long as he is encouraging full
pay video poker remain in the casinos he is advising...management
types are usually an arrogant bunch and he was probably just trying
to talk their language...
