For what it's worth, I just wrote to the Video poker division of IGT and
posed the dealing question to them. If they answer me, I'll post the
response tomorrow, or whenever they respond. No use arguing the point,
we'll have the truth soon.

It would be nice to get the Nevada specifications on what defines an RNG.
It's possible that if you ask 3 different manufacturers, you would get 3
different answers, depending on how loose the spec is.
It is also possible that there are no specs. The only criteria for
manufacturers may be that they pass a government mandated test for
randomness. If this is so, it would be interesting to know the algorithms
and procedures that constitute the test.
It is true that none of this discussion should change your strategy in
playing VP. Chance truly does favor the prepared mind, but only if it is a
fair game. The reason these types of threads persist is that some of us are
not satisfied with the explanations on how it all works. The way it is done
is probably fair, but why all this secrecy, which only fuels the skepticism,
and why not throw the algorithms to the general public for analysis?
