How rare is it?

The exact answer absolutely is different for each video poker game for the reasons I stated. Not only would you have to name the game you're referring to, but also you'd have to indicate the technique you used to determine the game's strategy (perfect play or not) before you could analyze the odds of receiving a royal drawing 5 cards from the 47 cards left.

Precise figures on being dealt any specific hand from the original 52 card deck are,of course, the same for every game. Once you introduce a new variable--game strategy--the ranks do not have a uniform probability of appearing as one of the 47 remaining cards for an accurate 5-card draw decision.

Also, I'm not criticizing anybody--as you say, the full context of this statistic wasn't cited.

Actually my last redraw RF was early Thurs about 1AM 26 April

playing Peppermill Reno lone 100 play .25 JoB. Tossed garbage and
in the count boxes 1 purple RF popped in and I peered thru all the
levels of boxes to pull it out and got my Mr Money play for a royal.
My only that eve. Of certain you never toss any cards to a RF to
begin with in JoB as strict play says keep except the nutball stat
says ace and 10 suited are not a correct play as distance make ace
the percent keeper. I do keep them long as the credit meter is hi.
Have had enough fills to make that positive forever. Redefines
perfect to me as tough to best perfection in any result already
occurred.

And the major consideration in 100 play .25, a redelt RF is exactly
$99,000 less value than a delt. Hardly a life changer but do keep one
in play and no W2G hand pay bother. Pleasant hardly super. EA
