How rare is it?

Has anyone gotten a royal after holding 0 cards?

I've had two on the draw and several dealt-- never counted the dealt royals.
The odds of being dealt a royal are approximately 1 in 650,000 and 1 out of 120 dealt royals will be sequential.

No. The odds are actually better of having a royal on the draw because there are fewer cards, 47 rather than 52, assuming no jokers. Discarded cards are out of play until the next game. However, it's rarer, in spite of the odds, because every game includes a deal, but seldom do we discard all 5 cards. (There are 32 possible holds after the deal, including hold nothing. The 32 choices do not have the same probability but vary from game-to-game, depending on the pay table. For example, the liklihood of holding one, two, three, four, all or no cards is not the same.)

Two different questions are really posed--one regarding the odds the other the "rarity". The odds of drawing 5 specific cards of 47 are better than the odds of drawing 5 specific cards of 52--but the event is rarer.

I disagree with the first statement.

I think the answer is, it depends, especially given the game OP was
playing, NSUD. In your analysis, you take the total number of cards
left without considering what was discarded. I don't think that is
correct. If we have discarded Ah Kd Qs 9s 7d (and correctly throw
it away in NSUD), our odds would be much worse than being dealt a
royal. If we have discarded 9s 8h 5d 4d 3c, our odds would be
better. So I don't think that you can say that the odds are better
having a royal on the draw, when the discarded cards are known to
you. If the cards are unknown, I don't know the answer, but your
analysis still seems to be flawed...you can't just make a blanket
statement based on less cards on the deck.
