Without knowing the full specifics, including the perceptions of
higher management in the casino, one can only speculate.
Upper management is aware that play skill impacts vp profitability,
particularly with strong paytables, and that an attractive promotion
can place the casino at a disadvantage. Some players stress "flying
under the radar" -- when riding a good thing, you don't want to stand
out from the crowd.
Without delving into a question such as "What do the casinos expect if
they give you a strong promotion?", a player who quadruples their
usual coin-in during a promotion (I don't know your personal
circumstance) risks suspicion of being unprofitable on the whole. (In
this instance, as example, your play suggests you've calculated you
were in an exceptionally strong position to profit).

I'd be surprised if Harrah's refuse to award the comp bonus. However,
with conversion to cash a possibility, there's a sensitivity.
Irregardless, you may have placed other promotions at risk down the
road. I have no way of making a definitive call. Your friend may be
speaking more from paranoia than knowledge of any similar experience.
Addressing your questions: Casinos have withheld comps from players
(even after they're awarded) and I believe have successfully defended
the action when challenged. (Earned cashback is more difficult to
hold, depending upon form in which it's awarded and jurisdiction
involved.) "Sensible limit" is a judgment call that likely varies
with situation; the "radar" thing is the key variable.

OK, there's a caveat, and that's when someone gets the 24/25/32
whatever multiplier and does a deal with a pro, or is a relation of a
pro. That issue is tricky, but if you're playing your own card, there
should be no issue.
