The Class II or VLT machines are also known as
"pulltabs". You may have seen a pulltab vending
machine in a different form.
The vending pulltab machines are quite common on
Washington, Idaho, and Montana. The game is a form of
lottery, usually run by Indian Tribes. The machines
are usually placed in 7-11 type markets, Elks Clubs,
gift shops, etc.
The machine itself is a metal box approx 2 feet high,
18" wide, and 12" deep. It is usually on a metal pipe
stand, or is bolted to the wall to prevent theft. The
front of the machine is glass, so you can see the
contents. There are 9-13 columns of cards inside this
machine. The columns are filled with the pulltabs in
various heights, the center being the highest, and
decreasing in height to the outside columns which are
usually filled only 2 inches high.
The machine has a selector lever under the columns,
which is used to select the column that one wishes to
get a card from. The mark, I mean customer, deposits
money in the coin slot (they are gravity machines, not
electric), and pulls a knob to dispense the card.
This is identical to old-style candy or cigarette
machines.
The pulltab card itself is a 2" X 3" lottery
scratch-off card. There is a label on the machine
indicating the number of prizes within the machine
listed by denomination. It is customary for any
winners to cross-out their winnings off the label for
others to know what prizes remain.
The Class II VLT machines are really just a glorified
version of a pulltab vending machine. Instead of
stacks of cards, the machine has a roll of paper tape.
The player gets the next game in the roll. The games
may be random within the roll, but the payout is
predetermined by the publisher of the game roll.

on all losing hands, and max coins on all paying
hands.
