They are always filled for the same reason that you see people all the
time playing $0.25 Jacks or better on these machines with an 8/5
paytable when the upright machines right behind them on the wall have
$0.25 Jacks with a 9/6 paytable but nobody playing them. All the
playable games on the bank of slant tops you are refering to are $1,
if you play for less you can find better paytables all throughout the
casino - and Shreveport for that matter.
