Yes, but don't forget that the new analysis assumes perfect play for that revised payoff schedule, so some strategy changes may be necessary to achieve that ER. In this particular case, however, I don't think that any changes are warranted, and even if they are it would have a miniscule affect on the ER.
To find out for sure, analyze the standard game and make note of the frequency of quads. Then analyze the modified game. If there is a significant difference in the frequency of quads, then strategy changes are recommended. You then need a strategy generator, such as VPSM, to develop a new strategy.

This should be simple to do in Winpoker. After you go to games and click on
jokers wild- kings or better, click on options and choose change pay tables.
On the next screen that opens, where it shows a 20 coin payoff for 4 of a
kind, highlight the 20 and type in 15 and hit enter or the OK button. Click
on analyze and then game. On the next screen that opens, choose run
analysis and after a few seconds you should see your new ER and variance
displayed.
